China’s 12th Five Years Plan, with its ambitions to turn China into a model of low-carbon growth, reflects the enormous and uncontested efforts in the recent domestic climate policy of China. Yet, at an international level, negotiations for a global deal on CO2-reductions are constantly at an impasse. Do we need a change of perspectives and / or a new approach to achieve successful cooperation at an international level? Pan Jiahua, one of the most influential climate scientists and climate policy advisors in China, shared his perspectives on the stalemate of climate negotiations and what we can learn from it for future negotiations. Dirk Messner, co-author of the book “World in Transition – A Social Contract for Sustainability” commented the lecture.

Pan Jiahua (PhD) is Director of the Institute for Urban & and Environmental Studies, Chinese Academy of Social Sciences (CASS). He is a member of China’s Expert Panel on Climate Change and an Advisor to the Chinese Ministry of Environment Protection.

Dirk Messner is Co-Director of the Centre for Global Cooperation Research, Director of the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE), and Co-Chair of the German Advisory Council on Global Change (WBGU).
