Over the last two years, Freedom House has examined the international democracy assistance provided by ten of the world’s leading democracies and, in addition, the European Union. Individual countries studied included Brazil, France, Germany, India, Indonesia, Japan, Poland, South Africa, Sweden, and the United States. This selection reflected a variety of experiences with democracy and human rights support by countries that all qualify as electoral democracies, and that have significant influence within different world regions. In a comprehensive report, qualitative ratings combine with in-depth analyses on the democracy assistance policies of these key players. This study provides fresh evidence that the world’s leading democracies have long been making significant efforts to promote democracy and human rights. However, their policies have often been inconsistent and insensitive to authoritarian threats. The latter have become a particular challenge, as in recent years, authoritarian states have begun to systematically push back against political and human rights around the globe. As a result, the world’s democracies must reassess their approaches and adopt bolder and more coherent strategies in supporting democratic developments internationally.
