Result-Based Approaches in Rwanda: The case of Imihigo at the Subnational Level

The workshop was intended to discuss preliminary results of a research project conducted by the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE) which took place in close collaboration with the Rwandan Institute for Policy Analysis and Research (IPAR) and in consultation with the Local Administrative Entities Development Agency (LODA) and other Rwandan stakeholders.

The research project aimed at a better understanding of the Imihigo concept. Rwanda has achieved substantial progress in economic and social spheres and stands out among the African countries as a country which has a strong focus on performance. To achieve the development goals as outlined in Vision 2020 and in the EDPRS 2, the Government of Rwanda reinforced the cultural concept Imihigo and introduced Imihigo performance contracts at different levels in 2006. As the achievement of Rwanda’s development goals depends to a high degree on the district level, this research project has a special interest in understanding the Imihigo contracts between the President of the Republic and the district mayors. Research in Rwanda took place from mid-February to end-April 2015. Four districts were visited by the research team, in each of Rwanda’s provinces: Karongi, Musanze, Nyaruguru and Rwamagana. The research project is also considering potential links between the Imihigo approach and development cooperation.

Currently, the Rwandan government is considering a reform of the Imihigo approach for the next financial year. The findings of the research project might contribute to the discussions about the reform.
