How to Deal with Autocratic Regimes?

Rapprochement or Rejection?  Sanctions or Dialogue? Since the recent events in Turkey and the global stagnation of democratization, the question how European and German foreign and development policy should respond to and engage with states with different political orders has received renewed attention.

With the adoption of the 2030 Agenda, an attempt has been made at defining universal governance standards. The Sustainable Development Goal 16 (“effective, accountable and inclusive institutions at all levels” and “participative decision-making”) can potentially provide a useful guide for international action and domestic development. It is an open question, however, what it implies for foreign and development policy, in particular with regard to cooperation with autocratic regimes. Does it imply a continuation of the model of “good governance” or is there a need to rethink old concepts? How can country-specific notions of political order and democracy be integrated in the agenda? What are appropriate approaches and instruments to achieve goal 16 globally?
The panelists will shed light on these questions from political scientific, and practical perspectives.
