FDP-Vize Kubicki macht einen drastischen Sparvorschlag: die öffentliche Entwicklungshilfe auf den Durchschnitt der G-7-Staaten zu senken. Rein rechtlich gesehen wäre eine abrupte Kürzung der Mittel um über die Hälfte ein kaum mögliches Unterfangen. „Kooperationen einfach zu beenden, das geht nicht von jetzt auf gleich, sondern frühestens in drei Jahren, wenn Verträge auslaufen. Der Großteil der Mittel ist aktuell eben durch langfristige Verträge und Zusagen gebunden“, sagt Julia Leininger, Programmleiterin am German Institute of Development and Sustainability (IDOS). Rechtssicherheit sei entscheidend für tragfähige Partnerschaften. Deutschland brauche verlässliche Partner in der Welt – dafür müsse Deutschland selbst auch verlässlich auftreten.

So viele Menschen kamen 2024 bereits nach Europa
Die EU bleibt ein beliebtes Ziel für illegale Migration. Im ersten Quartal 2024 waren es laut der europäischen Grenzschutzbehörde Frontex bereits rund 36.000. Die meisten von ihnen kamen über die Westafrikaroute, die von Afrika in Richtung Kanaren geht. Aber auch über die östliche Mittelmeerroute machten sich viele Migranten auf den Weg nach Europa. Vornehmlich aus Ländern wie Syrien und Afghanistan, aber auch aus der Türkei. Laut Migrationsexperte Benjamin Schraven hat das nicht nur wirtschaftliche, sondern vor allem politische Gründe: «Sicherlich spielt die hohe Inflation eine Rolle. Ich glaube aber, dass die politische Situation in der Türkei für Minderheiten wie zum Beispiel Kurden immer schlechter wird.»

Room for rules-based global trade remains, but WTO showing signs of geopolitical tension
While geopolitical tensions have led to many questioning the WTO system, many countries still see value in a rules-based global trade system, and there remains room for facilitating agreements on trade through the WTO as a platform. "There is a risk that those members who are interested in certain issues will move forward with some of the issues and move out of the WTO. An example is the Investment Facilitation for Development initiative, which has two-thirds of the 126 members interested in the agreement and they could decide to move outside of WTO negotiations," said German Institute of Development and Sustainability deputy director Dr Axel Berger.

Fängt man das bei der Produktion entstehende CO2 ein und entsorgt es, kann auch seine Gewinnung aus Erdgas klimafreundlich sein. Das German Institute of Development and Sustainability (IDOS) in Bonn sieht als Ausweg aus dem Dilemma das Hochlaufen von blauem Wasserstoff an. Dieser wird aus Erdgas gewonnen, doch das klimaschädliche CO2 wird abgetrennt und dauerhaft unterirdisch gelagert.

It's expanding its aircraft carrier fleet by building two nuclear-powered vessels, not only as a deterrent but also to displace the US' military presence. Eine Einigung auf das EU-Lieferkettengesetz ist auch wichtig, um die Glaubwürdigkeit Deutschlands nicht stärker zu beschädigen. Diese leidet, wenn sich die deutsche Regierung immer wieder aufgrund von Unstimmigkeiten in der Ampel auf EU-Ebene auch bei solchen Gesetzesvorhaben enthalten muss, die sie selbst über Jahre mitgestaltet hat", sagt Prof. Dr. Clara Brandi.

Wasserstoff in Entwicklungsländern: Toolkit gibt Strategien an die Hand
Interessenvertreter von Unido, Irena und des German Institute of Development and Sustainability (IDOS) haben auf der COP28 einen Bericht zu grünem Wasserstoff (GH2) präsentiert. In die Arbeit flossen das spezifische Fachwissen und das institutionelle Mandat der drei Partner ein, um ein Toolkit bereitzustellen, das eine nachhaltige Energiewende fördern und eine breitenwirksame grüne Industrialisierungspolitik mitgestalten soll.Prof. Dr. Anna-Katharina Hornidge, Direktorin des IDOS, wies darauf hin, dass der Erfolg der globalen grünen Wasserstoffwirtschaft davon abhängt, dass die Interessen der einkommensschwachen Volkswirtschaften an einer nachhaltigen Entwicklung hinreichend berücksichtigt werden.

Während ihrer Regierungszeit hat sich die Wirtschaft gut entwickelt, doch um die Demokratie steht es schlecht. Die Expertin Jasmin Lorch vom German Institute of Development and Sustainability (Idos) in Bonn vermutet, dass Regierungsangestellte unter Druck gesetzt werden, ihre Stimme abzugeben. Eine zu geringe Wahlbeteiligung sei derzeit die einzige reale Bedrohung für die Regierungspartei. „Die Wahlen bieten der regierenden Elite die Möglichkeit, ihre Macht- und Organisationsstruktur neu zu gestalten und Führungsposten zu verteilen", sagt die Wissenschafterin.

Die Wahlen dienten jetzt dazu, die bestehenden Machtstrukturen der Regierung neu zu ordnen und nach außen zu legitimieren.

What Trump's reelection could mean for Africa
The prospect of Donald Trump returning to the White House after the US presidential election in November has some Africans worried about possibly stricter migration policies and less cooperation with the continent. The African continent is geopolitically relevant, said Charles Martin-Shields, a senior researcher from the Bonn-base think tank German Institute of Development and Sustainability. However, he added that Trump is not expected to expand his foreign and development policy. Martin-Shields told DW that Trump would most likely focus on domestic policy and migration, particularly at the Mexican border, and ignore climate change.
