On 27 February, the European Parliament approved the revision of the EU’s multi-annual financial framework (MFF). As part of these negotiations, EU institutions have agreed on a regulation establishing the so-called Ukraine Facility. This facility concerns a new financial instrument worth €50 billion that is dedicated to supporting Ukraine’s reconstruction and recovery efforts until the end of the current budget cycle in 2027. This blog analyses the added value and potential limitations of the Ukraine Facility and discusses next steps in implementation.
The article argues that an effective way to evaluate UN funding modalities is to assess the extent to which they promote best practices in UN development work. The Disability Fund of the UN Partnership on the Rights of Persons with Disabilities (UNPRD) provides an example of how pooled funds can foster best practices in the UN development system.
The 2011 Arab uprisings promised political, economic, and social change for the Southern and Eastern Mediterranean. Since then, the region has changed, but not as many had expected. This paper discusses the investment strategies of two of the most important international partners for the region: the EU and China. The Global Gateway and Belt and Road strategies are mechanisms for building influence and accessing resources in a competitive global geostrategic environment. There are nevertheless important overlaps and potential synergies that could be exploited for the benefit of MENA societies as well as the EU and China.
