In their response to the global financial crisis, the international financial institutions (IFIs) have significantly reformed their instruments. Nevertheless, some gaps for shock financing remain. This study looks at the appropriateness of the IFIs’ shock facilities for developing countries.
This paper demonstrates the usability of household data to study political economy features of public finances in developing countries. Taking Zambia as an example, it finds strong and robust evidence for political targeting of public infrastructure provision in line with the core-voter theorem.

Taking the role of sector-specific bureaucracies as aid providers in Germany and the United States as a point of departure, this paper reviews funding trends across bureaucracies, examines intragovernmental coordination mechanisms, and reviews organizational reform proposals in the two systems.
Turkey has developed into a significant provider of development assistance and is now an attractive partner in triangular cooperation for DAC donors. This paper examines the main characteristics of Turkey’s development policy and analyses the potential of joint German-Turkish triangular cooperation.
The implementation of an agenda for global development needs to integrate the broader framework of international cooperation. This paper provides a conceptual overview of the relationship between international cooperation and development that outlines the general contours of this challenge.

Since the early 2000s, the development policy community has come to acknowledge two issues. (1) The aid system is in crisis; attempts are being made to reform the system. (2) The system environment in which development policy is being pursued has undergone considerable change.
Is the Intergovernmental Panel on Climate Change an effective science-policy institution? How is it governed? Have recent reforms after error-finding improved the workings of the Panel? What are strengths and weaknesses of the IPCC model? This discussion paper sheds light on these questions.
