“Contested mobility”: Migration policy in the Global South

Global migration policies, formulated at international and national levels, play a significant role in the quality of life and opportunities for migrants and displaced people. Our new project ‘Contested mobility‘: Migration policy in countries of the Global South between local needs, national interests and global agendas, funded by the Federal Ministry for Economic Cooperation and Development (BMZ), explores how policies formulated at international and national levels are negotiated and implemented at different levels of government in countries of the Global South. Essentially, what factors – interests, ideas and otherwise – drive the adoption of national migration policies and their implementation on the ground? How does the abstraction of policy at the (inter)national level become tangible when implementing it at local levels? What are the effects of these policies on the lives of migrants and displaced people themselves?

This workshop served as an opportunity to bring together research partners from Latin America, Sub-Saharan Africa, Southeast Asia and Europe in order to understand the policy landscape around migration in a diverse set of countries, to build and deepen partnerships, and identify topics for the ‘Contested Mobility’ project, which will run until the end of 2022.

The workshop also included a public online panel on how COVID-19 is affecting international migration policy, and the ways that development cooperation can support safe, legal migration processes. This panel included inputs from international and national policy actors, as well as academic insights from the Global South, highlighting the challenges and opportunities that come with implementing (inter)national migration policy at the municipal and individual levels.
